DECLARATION OF EXEMPT BOATING ACTIVITY - 2019 VICTORIAN TEACHERS GAMES

PUBLIC NOTICE

DECLARATION OF PUBLIC NOTICE EXEMPTION

Corangamite Catchment Management Authority as the declared waterway manager for the Barwon River between the Lower Breakwater and Orana Road, makes the following declaration under section 203(3) of the Marine Safety Act 2010 (Vic).

For the purposes of boating activity conducted by Geelong Dragon Boat Club, persons and vessels involved in the Victorian Teachers Games Dragon Boat Regatta are exempt from the following requirements:

State Rules made under the Marine Act 1988
1. Clause 2(a) – must not exceed 5 knots within 50 metres of a person in the water – applies to participating vessels and rescue vessels;
2. Clause 2(c) – must not exceed 5 knots within 50 metres of another vessel – applies to participating vessels and rescue vessels;


Waterway Rules made under the Marine Safety Act 2010 / Marine Act 1988
3. Clause 7.4 of Schedule 7 – areas prohibited to vessels with engines on the Barwon River – for event official vessels and rescue vessels.
4. Clause 7.5 of Schedule 7 – prohibition of vessels more than 6 metres in length – for masters of participating vessels.

Subject to the conditions detailed below:

1. Masters of competing vessels are only exempt from 1, 2 & 4 in the above list, when competing in the event.
2. Masters of event official vessels and rescue vessels are only exempt from 1-2 in the above list, when undertaking a rescue operation to retrieve persons in distress, provide for their initial medical or other needs and deliver them to a place of safety on shore.
3. Masters of event official vessels and rescue vessels are only exempt from 1-3 in the above list, for the duration of the event.
4. Occupants of mechanically powered vessels involved with the event must wear a personal flotation device at all times during the event and vessels must have all prescribed safety equipment, including rescue vessels.
5. All participants involved with the event must wear a personal floatation device at all times during the event.
6. The above exemptions apply for the duration of the event from 8:00am to 5:00pm on Monday 23 September 2019 to the persons and vessels participating in the Victorian Teachers Games Dragon Boat Regatta Barwon River, specifically from the 400m mark of the Rowing Mile upstream to Princes Bridge (Shannon Ave), provided the stated safety controls and undertakings detailed in the application form and associated documentation are adhered to.

NOTICE OF BOATING ACTIVITY EXCLUSION ZONE


Corangamite Catchment Management Authority as the declared waterway manager for Bawron River between the Lower Breakwater and Orana Road hereby gives notice under section 208(2) of the Marine Safety Act 2010 (Vic) that all persons and vessels not registered to take part in the Victorian Teachers Games Dragon Boat Regatta Barwon River are prohibited from entering and remaining in the following waters.

Waters of Barwon River – Specifically from the 400m mark of the Rowing Mile upstream to Princes Bridge (Shannon Ave). 

The exclusion zone will be in effect from 8:00am to 5:00pm on Monday 23 September 2019.

DECLARATION OF EXEMPT BOATING ACTIVITY – PADDLE VICTORIA

Corangamite Catchment Management Authority as the declared waterway manager for the Barwon River between the Lower Breakwater and Orana Road, makes the following declaration under section 203(3) of the Marine Safety Act 2010 (Vic).

For the purposes of boating activity conducted by Paddle Victoria, persons and vessels involved in the Victorian Canoe Marathon Winter Series Race 5 are exempt from the following requirements:

State Rules made under the Marine Act 1988
1. Clause 2(a) – must not exceed 5 knots within 50 metres of a person in the water – applies to participating vessels and rescue vessels;
2. Clause 2(c) – must not exceed 5 knots within 50 metres of another vessel – applies to participating vessels and rescue vessels;
3. Clause 3(b) – must not exceed 5 knots within 50 metres of a fixed or floating structure on water – applies to participating vessels and rescue vessels

4. Clause 7.4 of Schedule 7 – areas prohibited to vessels with engines on the Barwon River – for event official vessels and rescue vessels.
5. Clause 7.5 of Schedule 7 – prohibition of specific activities for the purpose of Clause 12 – for masters of participating vessels.

Subject to the conditions detailed below:

1. Masters of competing vessels are only exempt from 1, 2, 3 & 5 in the above list, when competing in the event.
2. Masters of event official vessels and rescue vessels are only exempt from 1-4 in the above list, when undertaking a rescue operation to retrieve persons in distress, provide for their initial medical or other needs and deliver them to a place of safety on shore.
3. Masters of event official vessels and rescue vessels are only exempt from 1-4 in the above list, for the duration of the event.
4. Occupants of mechanically powered vessels involved with the event must wear a personal flotation device at all times during the event and vessels must have all prescribed safety equipment, including rescue vessels.
5. All participants involved with the event must wear a personal floatation device at all times during the event.
6. The above exemptions apply for the duration of the event from 7:30am to 3:00pm on Sunday 18 August 2019 to the persons and vessels participating in the Victorian Canoe Marathon Winter Series Race 5 on the Barwon River, specifically 100 metres downstream from the Geelong Canoe Club to Queens Park Road, provided the stated safety controls and undertakings detailed in the application form and associated documentation are adhered to.

DECLARATION OF BOATING ACTIVITY EXEMPTION

Corangamite Catchment Management Authority as the declared waterway manager for the Barwon River between the Lower Breakwater and Orana Road, makes the following declaration under section 203(3) of the Marine Safety Act 2010 (Vic).

For the purposes of boating activity conducted by Rowing Victoria, persons and vessels involved in the Head of the Barwon are exempt from the following requirements:

State Rules made under the Marine Act 1988
1. Clause 2(a) – must not exceed 5 knots within 50 metres of a person in the water – applies to participating vessels and rescue vessels;
2. Clause 2(c) – must not exceed 5 knots within 50 metres of another vessel – applies to participating vessels and rescue vessels;
3. Clause 3(b) – must not exceed 5 knots within 50 metres of a fixed or floating structure on water – applies to participating vessels and rescue vessels

The above exemptions apply for the duration of the event from 8:00am to 5:00pm on Saturday 21 September 2019 to the persons and vessels participating in the Head of the Barwon on the Barwon River, within the exclusion zone waters from the start of the Barwon River Rowing Zone, Yarra Street, Geelong to Queens Park Bridge, Highton, provided the stated safety controls and undertakings detailed in the application form and associated documentation are adhered to.
